The Professional Standards for Educational Leaders contains ten standards that focus on mission, vision, and core values; ethics and professional norms; equity and cultural responsiveness; curriculum, instruction, and assessment; community of care and support for students; professional capacity of school personnel; professional community for teachers and staff; engagement of families and communities; operations and management; and school improvement.

Overview of standards 
The Model Principal Supervisor Professional Standards consist of eight standards that identify expectations, dispositions, and actions of the principal supervisors.

The Office of Leadership Development and School Improvement shares the Model Principal Supervisor Professional Standards at local supervisors’ meetings to build capacity for implemenation.

Teacher Principal Evaluation (TPE)
Description of evaluation system 
The state model for principal evaluations includes equally weighted domains for professional practice and student growth. Professional practice is based on the Professional Standards for Educational Leaders and student growth is based on assessement informed growth measures and/or whole school growth measures. Local school system leaders have the opition of using the state model or a locally developed model for principal evaluations. Locally developed models must be in mutal agreement with the exclusive employee representatives and shall include performance evaluation criteria based on mutliple measrues. Locally developed models must be approved by the Maryland State Department of Education.

State and national standards are applied in the evaluation process. Standards include the Professional Standards for Educational Leaders.
Description of program approval review process 
The Program Approval and Assessment Branch conducts on-site reviews for fully approved programs and follow-up visits to programs on probation.
