Location of performance evaluation requirement
Maine Revised Statute Title 20-A, Chapter 508, Educator Effectiveness
Year of passage/revision
2015
Name of evaluation system
There are four Principal Evaluation/Professional Growth (PE/PG) systems: National Board Core Propositions for Accomplished Educational Leaders, adopted by the National Board for Professional Teaching Standards in 2009 along with rubrics created by Maine Schools for Excellence (MSFE), Maine Principal's Association (dated 2013) Professional Practice Model, Marzano School Leader Evaluation Model, and the Kim Marshall Principal Evaluation Rubrics.
Description of evaluation system
There are four model evaluation systems that districts may consider and all systems must be standards-based and evaluate multiple measures, including student growth and achievement. Student learning and growth measures must be a significant factor in the evaluation. To be considered "significant" student learning and growth measures must have a discernible impact on an educator's summative effectiveness rating.
Frequency of performance evaluation
Districts determine the frequency of evaluation based on rating level; however, every educator must be evaluated every 3 years. Regardless of whether an educator is evaluated formally in a particular year, observation of professional practice and formative feedback must occur each year and throughout the school year.
Intended use of performance evaluation
Used to inform professional development
