Leader Excellence and Development System (LEADS)
Description of evaluation system 
The principal evaluation includes a professional growth plan that is developed by collecting initial data, meeting with his/her supervisor, and setting goals. Throughout the school year, the principal collects relevant data related to these goals (achievement data, surveys, or observation notes). A summative score is determined by examining this evidence of meeting the goals against the LEADS rubric.
Frequency of performance evaluation 
Annual for building- or district-level leaders who are new to a building or district, novice principals (first 3 years), or received a rating of not meeting standards on the evaluation. One is required every 4 years but may be done at any time. Every other principal is evaluated every 4 years.
Intended use of performance evaluation 
Used to inform professional development, hiring decisions, and improve leadership skills.
